Initially the apartment seemed okay because it was spacious and close to school. I live on a higher floor so I don't get bothered by highway noise.
However, there are many things to gripe about. The building is very old, and the hallways are dark and decrepit, even though they just replaced the carpets. The major problem is the elevator situation. There are only 2 elevators for all residents, and they constantly break down. For over a week, one elevator has been out of service while the other one can only take 3 people at a time because more than that will cause it to stall. This is a constant nightmare for older/disabled people, those moving, and anybody who lives on higher floors (floors 10-14). Right now we've been using the emergency exit stairs, and it has not been easy climbing up more than 10 floors just to get home.
The fixtures aren't great. The lights blink out fairly quickly, and the wall sockets fall off. The carpets were washed but weren't replaced when we moved in. The walls are also pretty thin and you can easily hear people in other rooms.
You can tell that they didn't spend a lot on fixtures or on building maintenance. You'd be surprised that they increase rent every year by around 3%.
Since the building is in downtown Syracuse, the neighborhood is not safe at all. It gets pretty scary walking home from the S.U./hospital area at night or in the winter.
Parking is okay, but you pay $30/month for it, and in the winter there's a chance that you won't find space in the covered areas.
In summary, I'd say that Madison Tower is an option if you don't have a car yet and want to walk to school, but if you do, there are so many places which are much, much better.
