not as good as it seems

This is one of the noisiest places I've ever lived. I can hear my upstairs neighbor urinating (or worse). I can hear everything that goes on in the hallways, even someone putting their key in their lock. I can hear my neighbors across the hall talking with both of our doors shut. And if anyone on my side of the building uses their garbage disposal, my apartment rattles. As the complex is located near several bars, things get very noisy on a Friday or Saturday night.
There seems to be a general lack of respect for one another amongst the residents. Sometimes my neighbors leave their garbage in the hall. They are often loud late into the night, even during the week. And my car has received several door dings since I've moved in.
The office staff can be great or nasty, depending on who you speak with. However, they have outright lied to me; be sure to get everything in writing!! The maintenance is average; they respond quickly but don't always fix things right the first time.
The apartment itself looks nice, but has really poor workmenship. The windows are so thin, sometimes I think they are open, when they are actually closed! Being that we pay for our heat, I'll have to insulate them myself.
