i can stand a lot, but not this much

Where do I begin:
of course we were attracted by the beautiful hills and trees and i still love the canal park, but living there is something else.
We saw the apartment of course before we rented it, but we had asked for new carpet and they said they would put it in and didn't. couldn't do anything about it cuz we need to move in. the carpet became a real problem and i think i developed allergies from it, it must have been as old as the apartment building. There were also bugs, but mostly forest ones, not cockroaches, so i didn't mind.
there was a problem with stray cats, which i reluctantly fed sometimes out of pity PLEASE DON'T LEAVE CATS WHEN YOU MOVE THEY DO NOT KNOW HOW TO REALLY HUNT AND FIND FOOD THEY WILL DIE. mostly the county animal control would pick them up and take them away--its so sad.
the hills were not a problem, mostly roads were scraped during winter, but we had stairs to our door that were constantly getting covered with ice. Maintainance usually responded quickly, that is if it wasnt' the weekend or anything.
the problem i had was the safety of the place, which went downhill after we moved there--these stories are all about white people, so i'm not being racist:
we had a guy and gal live above us and the guy was abusive and we heard the whole thing all the time. I was pregnant at the time and I couldn't stand it. She would cry and cry and we could hear everything from him and her fighting to them having make-up sex to the guy bring over some chick he picked up and having sex with her and shower and leave.(why are some women so dumb huh')
We called the police on them one time and she finally broke it off and later moved.
The other problem started when the drug dealer moved in two doors down. He even had his runner tag along with him all the time. I came from the city so I knew exactly what this guy was playing at,( it's sooo retarded to see a white dealer in the suburb they are nothing but players) and it really bothered me that he would move there and have god knows whoever was over at the apartent at 2 in the morning. My child was under 1 yr old by then and this sucked, since my husband only had 1 year left at school and we were planning on moving out of state soon. Finally, someone broke into his place, and i think he may have been arrested since his parents came and took away his stuff but he never returned. what was messed up was the apartment was vacant for so long, the maintanence people didn't even inspect the place for months, and the back door was open with the lights on and trash everywhere. I have no idea what is wrong with the management that they never checked the place out for months. I finally complained, and they closed the door, but i doubt they cleaned it or anything.
The only nice thing was we were there when the flood happened and it didn't affect us. I felt really badly for the flood victims there, though.
In short, this place sucked, but honestly, for the money i don't know where else you could find that would be better.

I use to live at Timber Top and understand about hearing people above you. When I lived there with my best friend I had the bottom part and she had the top half and I remember when I was studying I could hear the guy next door and up a floor peeing in his bathroom - that is gross. I had a problem with the smell and dampness of my part of the unit - I was able to get a dehumidifier from Timber Top but that did not really work because everything I owned just smelled mildewy. I also had a problem with 'wood' spiders - they have small bodies and long legs and I know those are the suckers that bit me while I was sleeping for the first few months living there. I love how they say that the apartment is air conditioned when in fact my roomate had the unit in her room and that was not able to make our living room cool nor my room downstowns.
