Could be better (from a potential renter)

I am not a current renter, but I visited the property recently to see if it might be a possibility to move in to. I called the property before I went there and the staff seemed very friendly on the phone and eagerly shared that they were doing upgrades to the property, including getting a new pool that will open in May, and that the apartments themselves are getting some renovations. Prices quoted for a 2 bedroom were within range $604-$644 (subject to change), and that included heat, water, sewer. Because the price seemed reasonable for the size of floorplan, and the staff seemed friendly, we decided to visit the property for a tour.
The very first thing I noticed was that the building have a colored decorative panel thing on them that is somewhere near the color of neon yellow. The color was horrifyingly ugly, but I tried to dismiss the outside appearance because what really mattered was the inside of buildings. We went to the leasing office, which also did not have good curb appeal, but we went inside to ask for a tour. The office staff were both very friendly (Mikki and a leasing agent). So far, they had friendly as a pro, but the premises were definitely lacking. I felt bad for the office staff though because even the leasing office seemed too small and antiquated to be enjoyable for working in. But the leasing agent joyfully took me on a tour and gave a very honest effort into trying to convince me of all the good things about the apartment. She had some good valid points to consider, but I just couldn't personally buy the sales pitch, though it was sincere. The building had 1 set of washer/dryer to share, which I don't guess to be enough for all the tenants in the building, but then again I'm not sure I would ever use them to wash my clothes because the hallway they were in was not desireable to me. The actual apartment seemed very small. The floorplans online seemed big enough, but once inside it felt very cramped. The ceilings were on the low side, my husband that is a little on the tall side nearly hits the ceiling fan with his head. The floors did not look even or level to me. It made me wonder if water damage or flooding was an issue since we were looking at a ground floor apartment. The kitchen was open to the living room, so you have to view your cluttered appliances while trying to relax in your living room. The fridge seemed a bit small, and the stove/oven was one of those tiny half sized type ones (has four burners, but all squished together). The leasing agent assured me it was plenty big enough to cook in, that though she initially had concerns of it being small, she has found that she's been able to cook everything in it, including chickens and turkeys. Which is probably true- it may be sufficient for size, but still not something desireable. I wouldn't feel like I was living at HOME without a full size stove, I would feel like I was just in some transitional housing until I could find a better place- if you know what I mean. Bedrooms were average, but by no means impressive. Closets were on the small size and not walk-in style. Some of the closet doors had been replaced with those nice white 6 panel style doors which are getting popular, so that was a plus, but other doors were the old wood kind and looked very used, so all the doors in the apartment were very mismatched. bathroom was average, what I expected more or less, and possibly was the best part of the whole experience.
Overall, my opinion was that the place was not the worst and certainly could be liveable, but needed lots of updates and was not getting enough funding to put towards doing any updates to make it desireable. If the rent had been really cheap and you were on a very tight budget and just needed a place to live, Parkview Estates might be sufficient, but currently their prices are only a few dollars less than some other nearby places we checked out and those places offered a whole lot MORE for those few dollars that made them totally worth it. If you have a few extra dollars (not a lot, just a few), I'd suggest checking other places out within 3-5 miles radius of this property. I can't really recommend this place well, but I will say it's not the worst. My impression was that the parent company doesn't care enough to really take care of this property the way it needs to be updated and such, that they are only doing what is absolutely necessary to keep it running at meager standards. I did think that the office staff I met cared, but I assume that they are not getting the funding from the big boss that is needed. But at least they are getting a new pool. Hopefully that is the beginning of a long list of much needed fixings that this place will get and maybe in the future it will be worth renting here, but at the moment I definitely don't think it's worth the price they quoted by any means. I hope it does get seriously major renovations some day though because I thought it was in a great central location that would make it worthwhile. Sorry to say it though, but we have no intention of renting there in its current state.
