I lived in the Bellevue House apartments for over a year. The manager, Holly, is extremely nice and professional. My apartment was nice, if a little dated (shag carpeting and olive green stove). The pool is nice and the grounds are well kept. It's close to UC and the parking lot is a plus.
However, the buildings have a roach problem. In such a big complex, they have no way of controlling the roaches, even though they spray regularly. I often found 2" roaches crawling up through the pipes into my bathtub, despite the fact that I never left any food out and cleaned regularly. Not so nice to wake up to in the morning!
When I decided to leave because of the roaches, the management (especially the owner) turned from polite and helpful to crooked and money-grubbing. They demanded 3 months' rent for breaking my lease early, even though I had lived there for more than a year and had been a model tenant. They blamed the roaches on my pets, which was ridiculous because there were roaches to be found everywhere in the building, from the hallways to the laundry room, and I kept my pets' cages very clean. I talked to another tenant who had mice and roaches in her unit, and when she tried to move they had the same response, blaming the infestation on her and then raising her rent when they moved her to a different unit.
There's also a serious crime problem in the neighborhood, and while I lived there, a robbery occurred in their parking lot, and another occurred on Ohio Ave. in front of the building.
I would never recommend these apartments to anyone.
