I'd rented here in the mid-80's and it was the same way then. Example: We'd had our first child and the management insisted on spraying insecticide in the apartment even though my wife told them the baby was newborne. When I complained, they threatened to evict me for a "bad attitiude". Had I been older and more sure of myself, I probably would have threatened them. Instead we moved to a house. It was a terrible place.
