scary...always looking over my shoulder

Years at this apartment: 2006 - 2007
I'm a single white female that lived in Park Tower from Dec. 2007-Dec. 2008. The parking garage is great and secure, however the people living in this building are scary and seem like crackheads. There are not supposed to be more than 2 people per apartment but there were a couple one bedrooms that had man, wife, and 1 or 2 kids living there. My neighbor was real ghetto and loved to listen to rap all music all night long. I complained several times to the management, but nothing ever happened.
