Roaches are out of control

Found two types of roaches in the kitchen, occasionally they roam to the livingroom and bathroom.
I have to say they are getting out of control now, apartment did a spray months ago, did not work at all, even worse! I bought the roach fogger from WalMart, killed quite a lot (it is really gross to see those roaches pass out on your carpet), but still useless to change the whole situation.
Got two new maintainance guys to the building, never say hi to renters, cannot expect much from those cold faces.
In my opinion, getting rid of roaches in Fairhill is hopeless. When you open the outdated cheap kitchen cabinets and see those big ugly pipline holes, you will know why. Roaches have plenty sweet spaces down there and travel free throughout the whole building.
Pros of Fairhill Towers: Heating in winter is great;Parking is good;nice location, very close to CWRU and CCF,superintendent is quite friendly (not very professional though).
