Twin Flags is a great apartment building for people who like a well maintained, quiet place to live. The building itself is older, but has character; nice hardwood floors, unique mantelpieces, stained-glass windows, etc. The bathroom is small, but has good water pressure and plumbing. The residents tend to be quiet younger professionals or maybe grad students; this is not a place for rowdier college kids. Parking is on a city lot next door. It's very well lit, and Cleveland Heights is generally a safe area. The owner is very responsive to maintenance problems. When my refrigerator was making odd noises, I called him one night and the next day he told me to make sure I was going to be there that weekend when they delivered a new one. 2 washers and 2 dryers are located in the building, and work well.
There are some ratty places to live in Cleveland Heights. Most of the buildings around here were built a long time ago and have lived to see several owners and dozens of tenants. This building is well maintained and well run, and if you're looking for a quiet place to live that's a bit nicer than what you were renting in college/professional school, then give Twin Flags a look.
