Nice place to live but non-responsive

Context is important here, judging by the various reviews. Mine is East Tower corporate furnished apartment w/parking space, local phone, HS internet conxn, 1x/week housekeeping, with screens. As regards the multiple choice questionnaire, some questions don't apply so I've filled them to the benefit of K&D. I have no good basis of local cost comparison, nothing ever needed maintenance, and I'm not a qualified security assessment person. Not having a choice for "unknown" is a questionnaire weakness.
However, several certified letters to K&D over the 15 months here, resulted in neither acknowledgment nor any response whatsoever. This goes to lack of service and non-responsiveneness.
My location has been very quiet for the most part. The exceptions have been from K&D's contractors who started at 7:30 AM with hammer drilling in the concrete slabs or core walls above or below me. This lasted for days, on and off, and recurred from time to time as other apartments are/were renovated. Contractors frequently left extensive and pronounced tracks of construction debris in public areas outside elevators, etc. Contractors do not use the padded service elevator to move their tools and paints from one floor to another during the morning and evening "rush hours." This is completely K&D's responsibility and, interestingly, reflects inexperience in managing apartment rental properties.
The housekeeping staff has been uneven in quality, and since K&D, my housekeeping service has taken a turn for the worse. The housekeeping staff does not know where an emergency fire exit is, does not speak English for the most part, cannot cope with any kind of hand signs and pointing and French or German equivalences, cannot recognize dirty dishes in the dishwasher, and when offered a cup of coffee on one occasion, understood that I wanted it thrown away. So there you have me pouring her a cup of coffee on a saucer, and offering it to her, and pointing to the milk, and she is smiling and nodding her head and then she pours it down the drain!
Vacuuming is apparently done by someone who is in need of glasses. As I've watched, every piece of furniture in the apartment has been rammed by the vacuum cleaner. Vacuum under the sofas once in a year' under the bed once in a year' Clean the bathroom floor & walls to get the mold from the tile joints once in a year' Replace the bathroom mat once in a year' Actually clean the top of the toilet tank' the top of the refrigerator' No way! The list is long and reflects a zero as housekeeping supervisor. One of the more interesting experiences was the weekly towel set which smelled like paint thinner and had various colors of paint on it. But not to worry, our towels are used to wipe over the bathroom and the kitchen floors.
It would be helpful to understand the fire alarm system and what residents are expected to do in a 23-story building. As detailed in one of the letters referred to above, the elevators still work while fire alarms are going off. There is no evac floor plan posted on the floor. A fire drill has never been conducted while I've been here, unless you count the 2:00AM alarms as "drills." These things go to service and safety.
As regards security, the fob system was instituted in the East Tower by the previous owner, not by K&D as another posting implies. K&D has expanded the systems perhaps. The 39 camera feeds a security guard is supposed to be watching is preventively useless. Assuming the feeds are recorded, perhaps as forensic evidence the cameras have some value. As with much that K&D has done, the value to the tenant is minimal while the "image value" is higher. Of course, then it's usually too late. There is no substitute for roaming security personnel.
All that having been said so that one gets a feel for the daily annoyances and pleasures to be encountered here, it has an excellent location, and the tenants are on the whole very pleasant, represent a good cross section of age and interests, nationalities, and cultures. K&D has focused on the amenities -- which are important -- likely to compare favorably in local and national listings. Public transportation is abundant and for those who travel extensively, travel to the airport can be as low as $1.50 from Tower City via RTA; add $3.50 /- for a cab to Tower City. (Cab service in Cleveland is among the very worst I've encountered.)
The bottom line to this Reserve Square review is that one must seriously consider it if work is downtown, walking to work is desirable, and convenience the order of the day.
