i am a current resident, been here a little over 2 years. you can basically break it down between old management and new management company.
management under the old company was acceptable, only had to call maintenance once (for a bad water heater) and they resolved the problem the next day. i have a 2 bedroom townhome, great size and the price is good. decent neighborhood, not perfect but not horrible. parking can be a pain, especially at night. nosie is mixed. you can rarely hear anything from the next townhome, but some of the apartment have older style windows and all have sliding glass doors. i live right on the main street through the complex and hear every car, every conversation that happens to pass by my apartment. that said, it's not to loud and you do get used to it.
new management company has serious issues. they came in after i signed my renewal. at first i thought it was going to be okay. they started fixing problems with the exterior (roofing, painting, fence repair). then the problems started. first it was simple things like a broken doorknob or a leaky faucet. i would call the office, they would say they would send someone out and a few days later i would still be waiting. went to the rental office and she said she wrote it down but forgot to put it into the computer. the next day a maintenance man/resident came to look at the issue, said he needed to order the parts and would be back the next day but never showed. this was july 2006, still have the same leaky faucet. after complaining again the doorknob was finally replaced. minor issues that arise because of the properties age turn into major hassles because the maintenance staff are so inept. they either don't fix problems correctly or don't show up to fix them at all. i came home one day to a gas leak. checked the furnace and a leaking drain hose had put out the pilot light. i shut off the gas and called the leasing office. the response was to call the gas company because they did not have time to deal with it. i would think a gas leak would be a priority. turns out the furnaces in this place are old and are not up to code. i've stopped calling unless it's a major problem. the staff is unprofessional. there was a problem right after they took over with some of the maintenance staff shooting paintball guns. you would see the paint splattered all over the buildings. crime has gone up. car break ins, apartment break ins, drugs, domestic violence. i know you can't control everything but you need to control the things you can. had a lady living in a different building screaming for help from an upstairs window because someone broke in while she was there. had a donato's pizza delivery man robbed while making deliveries. after an hour of waiting the store called me to say they couldn't make the delivery because the guy got robbed at gunpoint. there are others (you see the police a lot, but that's only because of the high crime level), but i won't drag this out. there are safety issues, poor lighting in the passages between the buildings. the lights on the buildings are flourescent, they last longer but don't put out the same amount of light and incandescent bulb would.
i've lived at a lot of different places, this is by far the worse. seems like you get what you pay for. spend a few more bucks, this place definitely is not worth it. if you doubt what i've written, check with the columbus police department and the better business bureau. they can give you crime and complaint statistics. find out for yourself before singing a lease. as for me, i'm out in a couple months, just waiting out my notice period.
PS: regarding not paying your rent until problems are resolved, there is a law that states that if a problem is not fixed in a reasonable amount of time (i would say about a week) the resident has the right to repair it own his/her own and deduct the repair amount from his rent. keep careful notes (such as the date you reported the problem, who you spoke with, etc...) and any receipts or bills that give the cost of the repairs, and possibly even take pictures pre- and post-repair. be prepared to fight it out.
