I'm not sure what people are complaining for - I've been living here for about four months now and it's exactly what I've expected; reasonable housing at a good price in a great location. Of course you're going to run into panhandlers and beggars from time to time, just like anyone who lives or works in the city. As for urine in the elevators, I can not confirm, but it certainly doesn't smell like ammonia (then or at the time). If you actually do your research and take your time when looking at a place to live, you'll realize that your first impression of Washington Place is most likely what you will come to expect. The things that I found as cons, are still cons (I have a room with a poor view, poor landscaping, small fridges and kitchen space, etc.) and the things I found as pros, are still pros (downtown living, paid heat and water, good size living area and bedroom, etc.).
If you do your research and know the expectations of living in a downtown area, you'll most likely agree that Washington Place is a pretty decent place to stay for a few years.
Note: By far the biggest thing I hate about living here is the lock-out fee - $30 on weekdays and $50 on Sundays. The doors automatically lock behind you, and I'm a pretty forgetful person - needless to say, I've already been locked out 3 times.
