I've been living in portage towers for about 6 months now. During my stay I've dealt with lying leasing agents overcharging my rent and never getting credit for the overpayment. The water gets shut off almost every week for six hours at a time. The elevator is broke at least twice a week. They have saunas, nailed shut and never working but they won't tell you that until after you signed the contract. They painted over my bathtub which is now pealing off. The cabinets are rotted and chipping, the stove and fridge are ancient, and the faucets constantly leak. My gargage disposal has been broke since I moved in. The ceiling outside my door is torn open with many big holes and trash cans below them to catch the water. The leaking has pealed all the paint off the hallway walls and soaks the floor. My apartment is right next to the elevator so it always sounds like a thunderstorm and the occassional screaming people trapped inside it. You can also hear ever other occupant nearby and calling the security guards about noise is a waste of time. They never come. You also only get one choice of cable and it freezes up almost constantly. There is never a place to park and my car has been keyed three times in the unsecure lots. The lock on the front entry door breaks all the time so anyone can come and go. Overall, I hate it here and I'm breaking my lease very soon. The management company is never 'in' nor do they return phone calls, emails, ect. This place is a huge waste of money. Only move here if you must. I doubt you'll have better luck than I will.
