The units have possibilities despite their age. However, improvement would require new ownership and management. They have made superficial and cosmetic improvements but none that offset the high costs of living here. Initially the rent dosn't seem bad but it quickly goes up. The Heartland - water - bill is outrageous and is really nothing more than a rent increase as it is based on square footage and not consumption. Whatever your monthly rent starts out as, you must add and additional $70.00 or more on for water, sewer, trash, common electric and gas. Even though your neighbor ma be using twice as much as you, they pay no more than you. You also get the pleasure of paying an 'administrative fee' for them allowing you to pay the bill. The windows and doors are poorly sealed and drafts are a big problem adding to your electric costs. There is so much dust built up in the ducts that its a health issue not to mention the fact that you have to dust everyday.

wow, how true is that? that could very well be y my daughter is sick all of the time with croup etc.... ever since we moved in here, she has been sick or bitten by spiders and apparently is allergic to spiders bc she swells up everytime, and it happens at night when we are sleeping. i had to drag her up to the office finally for them to belive me on that while her eye was almost swollen shut on our way to the docs. our water bill is around 100. a month and dp&l was 216.00 for a month this past winter mind you during the month we were not even staying here. we were at a family members home for a month.
