We moved in, in July after living in a truly AWFUL place called the Chimney's. The management did everything they could to cut us a break, we moved into a pet-friendly apartment and did not get charged the fee or the deposit. That was nice. Everything has been faily good since then. I agree the windows are TERRIBLE and need something done ASAP. I caulked them and put up plastic but I still have ice on the inside of the glass. That's ridiculous. We can hear our upstairs neighbors walking around ALL day but it's more annoying than anything else.
Maintenence has been good to us, every problem we've had (and there've been several) has been fixed immediately and I didn't even have to get upset about it. With this snow they were out first thing doing the walks and the parking lot! The staff has always been helpful in getting things done and treating us kindly. I do wish they would get rid of Heartland because it's a rip-off but other than that we love our apartment as much as one probably could.
Oh one other thing, whoever said they practice herding is 100% correct. I live by nothing but partiers because we are a young couple. It's freaking insane, I have called the police 6 or 7 times because of the noise at 3AM on a Monday night. I wish staff was more willing to get on people about the parties but I think you'll see that wherever you decide to live, if it's in an apartment.

Its nice to know that some people are exempt from the pet deposits and rents. I want my money back. Let me guess, yopu got a really great deal on the rent? You can expect annual increases of $20.00 or more until your monthly rent is at "market rates". If you look at reputable complexes you will find that their "market rates" take certain utilities into consideration. You should consider the Heartland bill as part of your rent. Your right the Heartland bill is rip-off and so much more. Consider who owns Heartland - Larry Connors, the owner of Georgetown. He is making a big profit off the 'water' bill. Concerning the window problem. Believe it or not, a couple of years ago the management had a group of illegals come in a caulk the windows. Right after that they had them power wash the buildings thus blowing the caulking out (my apartment got a good washing out). They then painted the exterior, in sub-freezing temperatures. My point here is that if you want better windows, move. I am know as being frugal when it comes to energy consumptions. Despite all my efforts to keep my electric costs down, Georgetown was working against me. My electric bills were pushing $100 a month. At my new apart which is larger, I am averaging a little over $25.00 a month in the dead of winter. How I do not miss the parties and trashy neighbors which abound at Georgetown. I could tell you stories of public urination, dirty diapers over the balconies, drug deals all about, sex in the parking lots, car vandalism and diseased swiming pools. By the way, you might look for signs of neighbors stealing electricity from you. These are neither isolated nor unreported events. As long as this is all confined to the Georgetown property, the police seem to take it in stride as, in the past, management and landlord for some reason approve of this activity.

I agree with a lot of what you said, and when we moved in the windows were terrible with being painted over :( The only reason we were exempted from pet fee and deposit was because we got a pet friendly apartment. The people before us had a dog and the carpet needed replacing but we didnt do it so they gave us a break. We keep our electric on budget billing so we pay $80 a month no matter what. Being that theres no Vectren I don't think it's bad. About the same as Vectren and DP&L combined at our last place. We don't swim in the pool but I have heard stories. Luckily our area is pretty quiet so not too much on the drugs or public sex - disgusting. I had no idea about Heartland but now I see it as even more as a rip-off. How do I know if my neighbors are stealing electricty? I am interested in knowing. All around I don't think it's that bad but I guess it depends on the person.

Worst place EVER to live. I haven't had hot water since October (gets up to about 90/95 degrees) and NO ONE has ever come out to fix it. Windows are ridiculous, mine don't stay open in the summer, or keep wind/snow out in the winter! Parking is absurd, and the neighbors play music, drink and throw up into my yard. The managment and police have done NOTHING about this. I can't wait to move.

We moved in the last of October 2008 and ever since there has been one problem after another. Pot smoke coming through our vents (really nice when grandchildren are visiting), screaming and fighting at all hours of the night when my husband and I need to get up for work at 6am. I cannot get over the fact that management has been told of drug trafficking in our building and laughed it off. They could care less! Believe me it is not safe for us to stay here any longer and have retained an attorney to back us up. We have followed every rule and guideline they gave us, and have had nothing but disrespect in return. I will tell everyone I know about my experience here... In hopes that I don't have to hear of anyone going through what we have.
