Cheap rental, Rent at will

This is a good first time apartment but there are too many college students. Its a college student haven. The staff is friendly and helpful and the maintenance is pretty good too. The apartment was very drafty and I had $50-60 electric bill in the summer and $100 in the winter easily. I also had a mouse problem is the fall when it started getting cold. The first week I was there my window and window frame fell completely out the wall! The other thing I discovered is hald the property has the utilities paid and the other half has all electric. Like I said, this is an ok rental for the typical college student but not for someone with a family, but it is a cheap rental.
