Dangerous mold

My mother lived in Wildwood for almost 17 years. 12 years ago she moved from a townhouse in the complex to one of the "new" upscale apartments. It has gone so far downhill since then. Her ground floor apartment started to have moisture problems and a constant mildew smell. Depite her living in the apartment for 12 years, they never would replace the carpet. Recently, her water heater split in the middle of the night. By the time their "emergency" service showed up about 3 hours later, the entire apartment had an inch of water in it. But did they replace the carpet this time' Hell no, the rude workers just vacuumed up the water, then left a dozen industrial fans blowing for 3 days. The carpets were left looking stretched, dirty, and stained. In the 6 weeks it took mom to find a new place to live, mold started growing up the walls and on her furniture. They've claimed no responsibility for damages to her property.
They've also failed to properly fix multiple other problems over the years, and on the few occasions where they have "fixed" something, they've done it poorly, and sometimes damaged other things while they were there.
Mom's retired, so she seldom goes out, and once they towed her car because they assumed it was abandoned. They didn't even bother to check the registration and see that it belonged to the tenant in the apartment right in front of the car. They even went so far as to try to charge her to have it returned from the tow lot. Her threat to have them charged with auto theft is the only thing that got her car returned.
My sister lived in the same complex and she too had trouble with mold, which they never corrected, and she finally had to move out as well.
All in all, it's the *worst* apartment complex I've ever dealt with. You can tell by all the "referral" deals and all the "rent here!" signs out front that they're desperate to get new tenants because they can't retain existing ones.
