I do not live here,,but another "connor Group" owned property in Fairfield..
Stay clear of all Connor grp properties...Heartland Utilities is owned by the Connor Group..that is why utility bills so high with this company--I should know--I pay $85 approximately EVERY MONTH--for just me living at place!! AND they charge $15 to set up this utility place and $5.25 EVERY month as admin fee..AND...$15 fee when you move!

MONEY PIT!!!!!!!!!!!!!!
Not to mention rest of maintenace and other issues--

You are absolutely right! When I confronted them about the high water bill. They were quick to dismiss me and it was interesting to hear how they have the same spill when explaining to tenants why the utility fee is so high. "Oh your usage is based upon the square footage of the building and not your individual unit." This is the response used the property manager and Heartland. So this is a very accurate statement. I happen walk into the office to pay my rent and I could over hear the property manager on the phone telling another tenant the same thing. I am looking to move as soon as the weather breaks. DEFINITELY LOOK ELSEWHERE AND SAVE YOURSELF THE HASSLES WE WENT THROUGH. *THE RENT IS INCREASED $25 A YEAR ALSO!!*
