If the apartment manager and the management company are refusing to return security deposits then I think that is cause for legal action. If true, and I will find out when I leave, I'll most assuredly pursue legal action, and would highly recommend against moving to Cabot Cove.

Is there really a complex that gives back deposits?? I sort of anticipate not getting a dime back. Cabot Cove now only requires an $87.95 deposit which they say up front is non refundable.

I would dispute that previous statement about complex's not giving back deposits as a matter of course - they must justify all deductions and you CAN challenge anything.
I got $40 deducted from my deposit because of two holes in the carpet - holes that were there when I moved in, but didn't specifically identify on the move in paperwork, so I accept I've lost that. However, I did get back the remainder of the deposit BUT take a close look at your final statement, by default it states money due to Oakwood - for me someone had to use white-out and hand write in that it was a refund.....that should suggest something to you.............
