They don't do their job, why bother

Years at this apartment: 2004 - 2006
 
There are four apts. to our building and eight parking spaces. Three of us only have 1 car(so that makes 5 cars to our building).
Never any parking. 4 other apt. buildings down from us, and across from us park in front of our building. But who cares'!!! Not anyone here(but me, cause I never have a spot!!)
