Trash everywhere (and the grounds were bad too)

I lived in the Club at Spring Vally for almost 3 years, as I was a student and the rent was the lowest and most inclusive I could find so close to school and work. I'll begin with the pro's:
Yes, the complex offers discounted, government assisted rates, and our rental included a washer and dryer, cable, water, and trash pick-up. The apartments are huge, although layouts are completely inspired by dormitories. It seems like a great deal, I know.
Con's (a small novel of problems): 1. Maintenance entering with no warning or consent. 2. One entrance is only open for an hour each day. 3. The ONE garbage depository is constantly overflowing 4. Drug dealers EVERYWHERE, at all hours 5. Yeah, living upstairs must be nice, but while you were stomping around up there, marveling at how bloody quiet it was, I was tossing and turning in my 1st floor bedroom. 6. Children (as young as 5!) running around until midnight because their parents don't care what they do. 7. The area is quickly evolving into a commercial district so (just when I didn't think it couldn't get any worse) the traffic got so bad that it took me an hour to drive 6 blocks. 8. Police in and out of the complex all of the time, but providing no real safety 9. Cars getting broken into constantly 10. Cars vandalized for no apparent reason 11. Once, I was walking around the "lake"(term used loosely of course), and I found a hypodermic needle. When I approached the office staff, which I almost never did (people on this site like to b**** about management, frankly, if you treat your apartment more like a business, one and even rude office staff can find a happy balance, just saying) they ignored the garbage problem completely.
What is truly disappointing, is that the complex had a clear theory in mind...making luxuries affordable. Don't get me wrong, it's a great premise! But so many years of shady, ungrateful tenants have made this place a living hell.
