Years at this apartment: 2001 - 2003
 
I lived at North Church Towers from early 2001 to early 2003.

Neighborhood:
Grocery and Mall very convenient. 4 Major fast food within 2 miles and a nice bar and grill right across the street within walking distance. Post office right up the street.

Community: Mostly elderly persons, the ambulance comment is on the mark. It showed up at least twice a week. Had a period of time with a problem neighbor above me. I understand with apartment living your going to have some noise, but when my lampshades start to vibrate from the body slams that are occuring above me ... it's a bit much. The either left or were evicted in about .5 year. The kids who did live here were mostly teenagers, who at times were loud and obnoxious, especially in the loby.

Apartment: I was fortunate in that my apartment was previously lived in by one of the maintenence employees, so I had 2 brand new air conditioner units, one in the living room and one in the master bedroom. My unit was also a corner end unit, so I only had 2 walls that butted up against other apartments, helped keep the noise down. The kitchen was pretty average with a dated stove and dishwasher, but the fridge was new. The carpet was so so and should have been replaced before renting to me, I found several areas where candle wax had matted the pile down. The kitchen drain regularly backed up. Heat was good (baseboard radiator) and included in rent as was water.

Amenities: Laundry room converted form coin-op units to rechargeable smart-card units while I was there. Kinda pricey, but they did get clothes very clean. Fitness room was unmemorable, the equipment was very old and mostly broken.

Maintenance:
Guys were good and very quick when it came to maintenance issues. There was one time though that I came home to find a maintenance guy and the next door tenant in my apartment, because the kitchen drain had backed up and he needed to snake it from my side ... not exactly an emergency enough to enter my apartment w/o permission in my opinion.

Staff:
Ok to deal with. Rose, the property manager at the time, was nice, but seemed detached from the day to day dealings of the property and it's tenants.

Security:
Seems from some reviews that things have went downhill. My parking was always well lit and I was fortunate enough to have a view of my car from my beedroom. Only problem was that people constanly propped open the rear entrance to the building, or jammed things into the locking mechanism to override it. I was constantly removing foreign objects from the lock or under the door to stop this. It seems all of Parma Heights over the last 10 years has really went downhill in socio-economic status.

Rent:
My rent started at $655 for a 2 bedroom with 1.5 bath @ just under 1000 Sq. ft. Rent was raised $40 a month each year I renewed. Seems a little to contrived to me, almost like they raise it an even $40 each year until you say forget it and move.

All in all I'd give NCT a 2.75 out of 5, not the greatest place, but for the money, a decent value.
