I have lived in a third floor 1br/1bath with a den apartment for over six months. I was on crutches for the first three months(because of an accident two days before I moved in- my timing is great) and when it snowed over the winter, the walkway was always shoveled and salted very early in the morning so I didn't injure myself further. I *never* hear my neighbors talking, and only periodically do I hear water running or an alarm clock going off. One of the windows can be a little hard to lock, but I think that's a function of age(I live close to the front, so mine is an older unit than the ones toward the back.) I've never had to wait for hot water, and the one time I needed something repaired, it was done promptly.
I have a cat, and was concerned that getting the forms filled out to have him at my apartment was going to be a problem(since he didn't get moved in when I first got the apartment but was added later,) but it was a breeze. The office staff are a little off-kilter, but everyone I've dealt with there has been very nice.
