We moved into Pecan Valley after selling our house because of the secluded location and large living space. Yes the apartment complex is older and in need of some remodeling, but it had been well maintained. We were a military family as well and never felt that it was below standard or that we were not safe (and we have pretty high standards). We never had a problem with maintenance or management there, BUT it sounds like management has changed since we left. Our neighbors had lived there for many years and were very quiet. Right before we moved out (to another state) a noisy couple moved in next door, but they quieted down when we all asked them to. I cleaned the place myself when we moved out and we received our entire deposit back. Other than the complex just being old and needing updating, we had no complaints while living there. It was a good place to live while transistioning from our house to a new city/state.
