terrible neighbors

Years at this apartment: 2007 - 2007
 
management unable to regulate tenants. Late night
parties. Loud noise, beer bottles everywhere. AC has never worked
and can not open windows because of noise from the neighbors. Looks
really nice from reno ave, but inside it's more like public housing.
