A little messy, a little loud, but affordable.

Years at this apartment: 2002 - 2004
 
They don't keep the grounds very clean, and maintainence can be delayed, but this place is still one of the better of the cheap buildings in town. You'll live next to some riff-raff, so be prepared, but otherwise it's an OK building.
