I've lived here a little over a year, and I think Heritage Park is a good deal for the money. Yes the walls are a little thin (I can sometimes hear my neighbors...IF they get loud) i live on the end of the row, and the half of my apartment on the side with neighbors is much warmer in the winter than the side with nothing. but my utilities havn't been that high. water for my size apartment is a flat $7 every month, no matter how much you use. And the only time water/AC/heating has gone off was when a water main broke and it was a city problem. I get the jist that the older apartments might have more problems, though.
Maintenance has been a little slow fixing the one thing I needed them to fix, but It's the middle of summer and broken AC's are priority.

other negitives:

*the pools are only like 3 feet deep
*the office is only open 8-5 during the week
*the gates don't always work (sometimes *they are stuck open for several days)
*some of the people in the office don't *seem too compitant (other's are)

other positives:

*good water pressure
*good neighbors
*upstairs apartments the stairs are on the inside and the balcony door is a real door, not a glass one that lets in the cold or heat. (i think the older one's are different though)
* cheap pet deposit. if i remember right i paid $200 for two cats. much better than some other apartments
*washer and dryer IN each apartment
*fireplaces
*roomy floorplans
*well lit parking lot
