Cheap Construction, Nothing But Excuses From Management

This apartment complex had some promise, but they made two major mistakes: They tried to cut too many corners in building it and hired people who are good at convincing you to sign up but offer absolutely no service once you do.
I recognize that all new construction is likely to have some problems, but the problems at the Legacy are far more frequent than reasonable and of a different magnitude than what you'd be willing to chalk up to new construction. I haven't spoken to a single person here who has not had some sort of major problem caused by the construction. Many of these problems involve water -- whether pouring in from the ceiling or your air conditioning unit that was not properly sealed, to give just a few examples. Management doesn't want to void their warranty on the work so expect them to take a few days to get around to taking care of it, and even then, you can only hope that it'll be fixed by the people whose poor workmanship caused the problem to begin with. Also, expect to be able to see the beams in the ceiling (even though you should not be able to) and to hear water rushing through your walls every time the person upstairs runs any water. You'll also know that your garbage disposal is done when your entire kitchen counter stops shaking.
Although these problems are terribly frustrating and highly annoying, they wouldn't be as bad -- and perhaps I'd even be willing to recommend living here -- if management was halfway decent. We pay a lot of money to live here, and I'd expect to be treated with respect by management but even that doesn't happen. If you have any problems in your apartment, management just makes excuses, refuses to take any responsibility, and gets upset with you for asking about when they will be fixing the problems. Indeed, at one time they told me that they were doing me a favor in fixing something in my apartment that was caused by their poor-quality construction. Also, don't expect them to return any of your phone calls. I've asked for updates on things like maintenance problems or when the security gates would be working and they won't even make a simple phone call to tell me what's happening. I have to hunt them down for answers, and that is not why I pay above-market rates to live in this complex. The attitudes of many people I know who live here are now to just wait out the problems until their lease is up because dealing with management is just a source of endless frustration. Basically, every time you have a problem in your apartment, you can expect management to either tell you it's not their problem or they can't act because of Fair Housing laws. To my knowledge, they have never been correct when making either statement.
Finally, as a warning, management made a lot of representations when I was looking to move in here, most of which were not true. Some of these representations were minor -- for example, the location of trash bins for when I needed to get something to a dumpster between the trash pick-ups -- and others were far more serious -- for example, the existence of security, which basically does not exist, and at times, the gate codes that are designed to be your security don't even work, leaving you stuck out on the street until you can find a gate that's working, or, as was the case this weekend (and into the beginning of the week), they take part of the gate down to do landscaping and leave it down for days so that anyone can walk into the complex.
If you want to live her, do it because the property itself looks nice (if you can get past the poor construction evident in your apartment as soon as you start living there), but don't expect anything that management promises you and do expect to have maintenance problems and get no support from the girls in the front office about those problems or anything else, even though they bill themselves as a concierge. I can't look past the construction problems because you do need a responsive management (for things other than just the construction problems) and instead, you just get a headache here when you have even the most basic of requests. I agree with the second response. I truly believe that a member of the staff made that post. The staff is completely unwilling to help out with anything, does not understand any of the problems that tenants have and never even puts in maintenance requests when you ask for them. You go to the office, ask to put in a maintenance request, wait 3 days for nothing to happen, then go back and find out they have no record of your maintenance request. This happens every single time! Added to the fact that I have had to put in more maintenance requests in the 1 year that I have lived here than the total of requests I have put in to past apartment complexes in the past 9 years is just ridiculous. People seem to be moving out left and right every day. All of the other downtown apartments are full except for this one which has been open longer than the rest. Also, watch out for the parking garage. The space to drive between the cars is so small that two cars can barely fit next to each other so two cars cannot pass each other in the garage without one having to stop. Also, the turns have no indication whether someone is coming around the turn from the other side and I have witnessed numerous near accidents because of that.
