Bad to better and back to worse!

My brother and I moved into the Lodge on the Lake Apartments middle May of 2008. The process of getting the apartment was fast and convenient. Though we were never shown the apartment prior to the lease agreement being signed we were assured that everything would be clean and painted. After moving in we found the apartment in what appeared to be in a fair state. After being there a few hours it was easy to see this place had some problems.
The carpet, though had been attempted to be cleaned, had numerous stains of juice all throughout the apartment. One rust looking stain was in the dining room. White paint had been left in the bathtub and also in the sink. It looks as if they purposly painted the sink and for good cause. After trying to clean the sink out, and all the paint, what was underneath was absolutly horrible looking. The paint job in the rest of the apartment was sloppy but not horrible and the dust surrounding the ac vents was thick and discusting. Come to find out that our air conditioner wasnt cooling, that it just blew air. Our bathtub knob was broke and sprayed water everywhere. The previous attempt of glueing it together by the matenance people obviously didn't work.
After two weeks of living in the Lodge the manager got our AC working and our bathtub. She was a very nice and kind lady and was doing her best.
Middle of summer, I went home to find that our water was brown. I went to the office, where we had a new manager. I imformed her of the problem and she had the I dont care attitude until I told her which apartment I was in. It was only then that the issue was important to her because that was the same building she lived in.
More recently, we received a notice on our door about trash being left by our door. It claims that this is the second warning, though the first one never was given to me or my brother, and that next time it was going to be a $50 fine. First, trash would be easier to take out if the trashcans were not located all the way at the other end of the parking lot. Second of all, if you say you gave us a notice about leaving trash on the porch, maybe you should ensure that you resisdent received such warning. Third of all, the trash was all bagged up and was only on the porch for half a day until I got home from work.
The Lodge is a place where:
1) If it is broke, it will probably stay broke for awhile
2) Use house paint to make sinks look better is a common fixer upper
3) Though we clean the carpet, it will have no appearance of being really cleaned
4) If you do break policy we might inform you, or we might not. But one thing is for sure, we will be quick threaten a $50 fine
5) We are over priced, dirty, and very unprofesional
