The best thing that I can say about this complex is that if you are able to move in with the $299 special during winter it is not a bad deal. The complex pays for heat and hot water, so you can certainly save some money during winter.

Now on to the bad things:

1. Parking-there is one assigned parking spot for each apartment. The spots are rather small and many people are not very careful with their parking. This means that it can be rather difficult to park anything bigger than a compact car in your spot. Many people also park their second vehicles in the spots belonging to other apartments as well.
2. Residents-many of the residents are fine; however, there is a fair number who are rather noisy and immature. I have encountered people who were visibly drunk and heard more than one loud argument with cursing, etc. People are known to blast music late at night, etc.
3. The condition of the apartments (outside)-It is quite obvious that these apartments have not received needed maintenance for a long time. For example, there is a lot of peeling paint, there is trash around the grounds, the staircases are very rusty, the laundry rooms are disgusting, etc.
4. The condition of the apartments (inside)-Of course, I can only speak about my apartment and a few others that I visited. The carpets in the apartments that I went in were quite stained and dirty. There was very little cleaning done before I moved in. The kitchen and bathroom were very dirty, for example.
5. Maintenance-Fortunately, I didn't have any major problems while living here. I do know that others had problems which were not dealt with in a timely manner. They have changed maintenance staff multiple times and I have been told that they have a new maintenance man now. Hopefully he does better than the others, although I suspect that he will be overwhelmed by the volume of work.
6. Staff-the turnover of staff is very high. There were 4 different managers during my time at the apartments and multiple maintenance personnel.
7. Vermin-I personally had cockroaches in my apartment when I moved in. I have heard that others have also had problems with mice as well.

Lastly, I would like to comment on some of the other reviews, and the owner's response.

1. Flooding-Yes, the road in front of the complex collects a lot of water whenever there is any marginally significant amount of rain, although I never saw it as bad as in the pictures that another tenant posted.
2. Hot water-Yes, there were times when the hot water would give out. However, it wasn't that often, at least on my side of the complex.
3. Leaking roofs-The roofs may have been repaired "5 years ago" but there were certainly leaks in the apartments.

Overall, I wouldn't recommend these apartments unless you can't afford anything better.
