I lived there for two years, and yes I had problems with the old heating and a/c unit. However, you are informed when moving in what kind of system it is. If you don't like water cool systems don't rent there. If you didn't know what it was before hand because it is pretty outdated, ask questions. As for the maintainance they were always prompt and courteous. When on call for emergencies they would drop what they were doing and come right over, everytime, no matter what hour of the night, like they should. The ladies in the office gave me a couple of problems with some incompetencies, but everything was resolved after it was made clear that they were at fault not me. As for the roach problem stated in another review, I would guess maybe you were in the north building because the south was fine; I found that the north tended to have that problem. Finally, for the review referring to it falling apart, it was here long before most of its current residents were even born and is much better construction than the new buildings around town.
