Depends ....

While the overall experience could have been worse, the neighbors are problematic. I have an upstairs apartment, and for the first 9 months did not receive one complaint. Then the new tenants moved in downstairs (there was a previous tenant who never complained and often complimented us about our ability to keep the kids' noise to barely audible)and with loud, banging music and parties the first two months every weekend. We received a complaint notice telling us we were in jeopardy of being evicted, for a complaint about noises made when we were not home.
The parking is ample, but it floods during rains. People race through the parking lot. Kids are unsupervised most of the time, and cats run loose, often coming to our doorstep and creating a ruckus with the cats we have. People allow their dogs to relieve themselves on the lawns and do not pick up after them. The electricity goes off at the drop of a hat during storms, and since we have an upstairs apartment, due to the rise of heat from below, often had to have the air conditioning on in the middle of winter to keep the temperature under 80*, and summer cooling costs are astronomical (our average summer bill was $400)
