I have lived in Lincoln Park for several months in 2006. Moved out (regretfully) to a different area. This is the only 3-story apartment building in Tulsa with working elevators that I know of. My apartment had enormous amount of closet and storage space, easily twice that in other apartment complexes. When the air conditioning compressor broke down, a new unit was put in the next day!
Location is very good, specially for downtown Tulsa. View on the river, but if, like me, you are annoyed by traffic noise, get an apartment facing Carson Ave. or the internal courtyards -- these units are extremely quiet, and there is no traffic noise.
Both office and maintenance staff extremely helpful. Repairs done same or next day.
Gated building & parking. No security issues throughout the time I stayed there.
