I lived in Westport on the River Apartments for about four years and generally enjoyed my time there because it's close the River Parks trail and festival park/amphitheater. However, location should not be considered a plus because it's surrounded by section-8 apartments, an oil refinery (with the resultant air pollution and increased risk of asthma attacks) and it's completely closed in by an active railroad track. However, I enjoyed driving just 5 minutes to reach the BOK center and other downtown/midtown destinations.
A couple of things upset me: 1) Westport owners had agreed to sell and demolish the complex if a Tulsa bond issue had passed for an islands project without first notifying the occupants of this decision-- after the deal was made public by the media then notification was given to the residents -- fortunately the bond issue failed; 2) the gates frequently remained open due to break downs and cold weather; 3) the parking lot has been crumbling with pot holes; and 4) outdoor lighting was not bright enough for me and to prevent robberies, car break-ins and burglaries.
The maintenance crews are outstanding (!), though my dryer was an old appliance and it required 2-3 hours to dry small loads, even after a few heating elements were changed.
I decided to leave because it was just a matter of time till my car would be broken into as judged by the number of break-ins at Westport. Plus I m moving into a new phase in my life, so I wanted a nicer apartment complex.
The price is reasonable and discounts are available for college & graduate students. Some other good things are: 1) free coffee in the office; 2) free computers and copying in the business office; 3) the swimming pools are nice (though try to avoid getting an apartment too near them as the noise would bother me) and there were frequent community-building parties hosted by Westport.
In summary, I would recommend this place but only with the caveat of declaring the higher than average risk for car break-ins but with decent rent costs in comparison to south Tulsa apartments.
