I used this site in my search for an apartment in Tulsa so I thought I would contribute with my experience...
I moved into Windsail in May of 2005. It has been a really great place. I can't say that I have had any complaints. I like the location a lot, and I think that the staff, management, and maintenance are all pretty nice. I have had no noise problems from neighbors, it is relatively quiet. I do from time to time hear little kids playing outside. Another good thing is my apartment faces east and has a tree right by my balcony. This keeps my apartment very cool and the electric bill down.
The only thing that I could say that I don't like about Windsail is that the parking lot has too many speed bumps and "pot holes". Even though the pot holes have been filled it is still in general kind of bumpy. Another person posted that the sidewalks don't drain very well, that is true. If it rained hard the night before there will be 2-3 big puddles of water to step over the next day. Another thing is the road right in front of the apartment (73rd) people speed through there so you have to really watch out. It is a small sidestreet that I think people cut through to avoid a few lights on 71st street. Overall I feel safe and comfortable here and have not had any major problems.
