Cheap and Noisy.

General
I am in a three bedroom apartment which is the cheapest I have found in the area and is also the only apartment complex (at the time I moved in) within the Scholls Heights school district. Anyone with children in elementary school should visit Scholls Heights as I find it to be an exemplary facility.
Rent is due on the first, but can be delivered within five days. The walls of the apartments may be painted any colour the resident wishes, but must be painted back to the original colour before moving out or pay painting charges.
Each apartment is allotted one, covered parking space in front of the building which is increasingly rare these days.
Millennium Digital Media is being replaced with Comcast at the end of September, 2003. Hopefully for the better...
Management
I have not had to deal with the staff as much as the other posters but when I have they have been adequate. A couple of times I did have to file a second maintenance request as the first had been lost somehow.
A short time ago there was a staff change in the office and I saw some faces. One gentleman, I believe his name is J?Mir (Ja-meer), was friendly, helpful and very polite. Very pleasant to deal with. Another man there however was J?Mir?s polar opposite. He was rude, abrupt and even suggested the police were looking for me based on a false assumption due to similar vehicles. Should I have the name wrong, a person could decide who is whom based on demeanour quickly.
On consistent problem with Country Gable?s management which I have always had is that it is impossible to receive any correspondence from them without the word ?Eviction? mentioned somewhere within the document which changes to tone to be needlessly adversarial.
Something which I had not previously encountered, but seems to be standard is vehicles with expired registration stickers will have an annoying sticker placed on their window, threatening towing. Mine was out of date for a considerable time and was never towed, but enforcing the State?s registration laws seems unreasonable for an apartment complex?s staff.
Most of the maintenance staff is competent and friendly. The grounds are not kept quite as clean as I would like, but it is not usually unacceptable. Things I have noticed is that trash which is thrown on top of the carports usually stays there and the paint which is used on the stairs and sidewalks usually chips off soon after it dries.
Garbage
I did not live here before the single, trash compactor had been installed, but I can attest that it is not the most user-friendly refuse system. To throw away one?s trash you must haul it across the complex (opposite end for me) and hope that it is working and not in need of emptying. When it is full it must be taken to facility and emptied. Tenets who make the pilgrimage are not inclined to bring their trash with them on the return trip and so leave it piled up around the structure.
To my knowledge, the trash compactor has only caught fire once. The second time was actually the electricity meters on the adjacent building.
Apartment
When I moved in there were numerous problems with the apartment. Some cabinet doors and knobs were missing, the bathroom was filthy, the carpet was spotted and bleach stained and the general bathroom was missing it?s door-guard causing the lock to press against the wall and lock when shut. A couple times my children were locked out of their bathroom until I was available to stick something in the handle and unlock it.
One thing I cannot stress enough about the apartments is NOISE. I live on the second of three levels and hear everything which happens around me. The neighbours above stomp, those below yell and scream and more than one is quite amorous and enthusiastic.
Another source of noise is the stairs and the parking lot. For some reason many people treat the stairs as though they were an enraged elephant, determined that each step shall incur it's full weight and wrath by stomping. These people must live on the third floor as anyone below them _must_ hear and hate this experience.
The parking lot outside my window is a wonderful location for people to rev their engines and make their tires squeal as they leave. They are also considerate enough to share their music by turning it up as loud as possible so everyone, asleep or not, can enjoy.
Additional noise is provided by the construction South of the complex. Of course this is outside the scope of blame for Country Gables but should be noted. I am not aware of how much this will change the environment when it is completed, nor am I aware of what is being build. I only know that it is a _very_ large and expensive project.
Area
Recently I had cause to walk between some buildings to find my children and was displeased to find many piles of dog-waste, some quite old. I questioned my children and found that they have had to learn to watch where they step while playing.
There are two swimming pools next to one another, one indoors and on out. The indoor pool is heated, but not much, and a hot tub. There is also a sauna and a racquet ball court, neither of which I have had reason to use.
The exercise room may be sufficient, however I was mostly interested in the bicycle-esque machines, none of which worked.
Overall
If you want/need to live in an apartment and have elementary school aged children I would definitely recommend Country Gables. Scholls Heights is worth it. I find that my apartment is worth the money I?m currently paying for it, significantly less than others in the area, but if you can spend more you may wish to look elsewhere. Other places may be more expensive, but there may be a decent return in service and environment.
