I moved in shortly after opening. Since then I have seen drunks barfing and urinating wherever they can as well as people driving away while tossing beer cans out their window.
Despite the rules to the contrary, when it is warm people smoke in the hallways and usually spit on the sidewalks, leaving butts and marks everywhere.
Fast food wrappers, drink containers and bottle caps appear after someones friends visit and the noise of weekend parties is unacceptable. People walk (or stumble) to their cars afterward, shouting loudly to each other or into their cell phones.
The speed bumps have helped with speeding in the parking lot, however there are still plenty of loud engines and squealing tires.
When I moved in I was told that there would be ample parking available, which is a joke. One assigned spot and then a mad dash to fill the handful of additional spaces.

With no one on staff living in the apartments I really don't feel that they have any concern about enforcing the rules or improving the area. They can't hear the noise when they're at home, ergo there is no problem.
The positive reviews on this site are highly suspect to me as they all appeared roughly at the same time, most of them going out of their way to mention the staff in a positive light.
Susan has been through three staff members in the one year Progress Terrace has been open. Everyone else has to climb and claw for a parking space, but she always manages to find one which is covered and close to the office.

The bottom line is, when the office is closed there is anarchy.
