HORRIBLE!!! RENTERS STAY AWAY!!!

I made the mistake of renting here for 3 years, I've always paid my rent, they've always made a form of mistake with my money. Someone complained earlier about receipts for rent, lately I've not had this problem, but did a while back until I informed the manager that in the state of Oregon if you offer a product to a customer "housing included" the business has to offer a valid form of receipt for tax purposes.

I looked into our trash issue, allegedly we pay for 3 pickups a week from the city, but I see a garbage truck only once a week if that, sometimes only once every two weeks. SO WHAT AM I PAYING A TRASH BILL FOR!'!'!' They have a compactor that recently broke, but I'm still paying for 3 pickups from the city'

Parking after 8pm is a nightmare!!! nuf said!

They allow pets, but don't use a pet friendly fertelizer on the lawns, when asked about this they told my neighbor it's not their problem what their contracted lawn people choose to do, or what their dogs eat." I guess there is a whole other thread/complaint about that issue on an earlier review.

YOU PAY FOR WHAT YOU GET. The maintenance guys pretend they're cops or something because they love to chase cars around and write down plate numbers on their golf carts, but for some wierd reason, when I need something fixed, they're either un-available, or they claim I didn't put in the request properly and so I have to confirm the request before they will actually take action even when the origional call I made was "I need ________ fixed because it's broken and leaking, or dangerous.

Our mailbox's are broken into quite frequently and even been on fox 12 news a few times for it, to which Reflections just puts notes in everyones mailbox's basically skirting the issue making no promisses of future safety, not to mention we cannot send mail out from them for some dumb reason, I have to go to the post office or find a drop box.

They won't allow you to pay your water bill directly to the water company, even though one month I was on leave for almost 45 days but somehow when I got home I still had a $70.00 water bill even though nobody was in my house and the water was not running in my appartment while I was gone.

I also hope you don't like swimming, they forgot to clean the pools all year last year, even though the ducks and gease swimming and pooping in them were a major complaint by many tennants.

OH YEAH!!! and can you say MOLD!!! I have mold on my walls and all over the appartment, I've mentioned this several times and they tell me it's my problem and my fault, even though they have you sign a form when you lease stating that they have a mold problem here and that you understand this.

PLEASE DO YOURSELF A FAVOR! PASS THIS PLACE UP AND STAY WAY FROM REFLECTIONS!!!

There is sooo much more for me to put on here, but anymore and it will be too long of a complaint. I hate to just complain, but this website is a review website, and this is just my review of reflections at summer creek.

P.S. I MISS MY CABLE!!! thanks for letting us know you were cancelling your deal with comcast to provide cable to the residents. I found out from a comcast salesman trying to sell me cable TV and when I told him I already have basic cable, he actually was shocked that I didn't already know that it had been cancelled. I just better not have to pay the money to have this deal still without the service!

Maintenance has every right to chase cars and write down plate numbers in the interest of keeping our tennants safe. They can do whatever it takes since there is no security durring the day. this also keeps the cops from responding to stupid calls from stupid tennants calling in for silly things. I think if you look up the laws in Oregon, there is a law somewhere that protects them and allows them to do this stuff. I think they can even stop you and ask for ID.

Hi there Cartman007...
I'm a law student and I was looking in the Oregon Revised Statutes about this, which is the Oregon Law Book. Oregon Revised Statute 133.225 arrest by a private person is about the only thing that these guys would be covered by. They do not have stop and frisk authority, and they do not have peace officer status within the state of Oregon, so they technically don't have any power that a normal citizen doesn't already have too.

ORS 133.225 states that a private person may arrest another person for any crime commited in the presence of the private person if the private person has probable cause to believe the arrested person commited the crime. A private person making such arrest shall, without unnecessary delay, take the arrested person before a magistrate or deliver the arrested person to a peace officer.

This is for Crimes only and does not cover traffic infractions. Thus they really do not have any legal rights to chase you or try and stop you, neither do they have any rights to be writing down personal information about you such as ID or a license plate. Basically if they actually stop to talk to you about anything other than a actual crime that was commited right in front of them, you can have a lawsuit for wrongful arrest, in fact even the stopping of your forward motion if the crime was not commited within their presence, you can justifiably press charges. If they try to take ID you can have a lawsuit for illegal search and siezure. all you have to do is say no, I don't have to show you ID, and they cannot force you or delay you further.

If you're curious about the difference between normal citizens powers and peace officers powers, then please look in Oregon Revised Statutes 133.225 and 133.235.

Also in 113.315 it talks about how peace officers cannot be held civilly or criminally liable for making any arrest, as where a normal citizen would be liable and open for lawsuit.

Also if you look into ORS 162.365, 162.367, and 162.369 you could possibly have a lawsuit for impersinating a peace officer if they identify themselves as Police Officers, or tell you that they have the same authority as a cop.

See also, ORS 810.400 as it states word for word...
Any Police Officer attempting to enforce the traffic laws of this state shall be in uniform or shall actually display an official identification card showing the Officers lawful authority.

Just remember any time you're in doubt, call the real cops to come out and clarify the laws.

Reflections i full of shady people! the mamagement is among the most shady! Who would want to rent from a management that calls teh tenants stupid? Something is gravely wrong with this place!!!
