If you want to live in a crappy apartment complex where the management does not care what illegal activities are going on, LIVE HERE! Break into cars, litter, have more people in your apartment than you're supposed to, they don't care. Just ask the manager, who will tell you they have too many units so they can't keep track.
Apparently, management's function is to gossip in the office and rip you off as much as possible.
