Overcharging move outs

I know the owner of the apartments. The main office dictates the move out charges.
No one ever can contact the main office or Judy the one that dictates the the charges. She never even goes to the apartments, just orders management what to do.
Their phone number is 503-658-3777 ask for Judy she is the boss.
