It's not a retirement community. If you move to an apartment complex full of young people, no matter how nice, you will get the same complaints. It is run by an organization that is just out to make money, there is one person in the office who has been there the longest who seems to be the most on top of things, otherwise you're right, they don't give a crap about you.
Just remember, if you are looking for a nice, quiet apartment complex of any sort, I don't think they exist so don't go into it with any other ideas except that it's temporary.
