management doesn't do anything you ask them to and the neighbors disregard everything you say, THIS PLACE BLOWS DON'T MOVE IN!!!!!!!!!!!!!

Kind of sounds like maybe you expect too much.... Neighbors disregard everything you say? What gives you the right to tell your neighbors anything? you think they can't hear YOU TOO, news for you: It's an apartment, and you kind of sound like a yuppy who should live in a gated community with HOA to govern over it....
