I lived at Kempton Downs for one year and it was nothing but a headache.
The management staff is only concerned with getting your money. Ask them about noise problems, parking issues, or anything else and they are totally clueless. As for financial matters, they are ruthless and will take you for every cent you have if they can.
The noise levels were terrible, especially at night and on weekends. This place is filled with college students (Mt. Hood Community College is right across the street) and they love their music. My neighbors would play their stereo every night and I could hear it easily through the paper-thin walls.
Crime was abother big problem. At least once a month the management would slip leaflets under my door explaining how someone's car got broken into or someone was seen peeping through a window. I wouldn't recommend walking around there at night.
Lastly, the parking at Kempton Downs is horrible. Guest spaces are few and randomly mixed in with the assigned spaces. From my experience, guests usually don't bother to find a guest spot, they just park in someone else's assigned spot. This happened to me all the time, especially during the weekends. Kempton has no security or towing partner so if someone takes your spot when the office is closed, there is nothing you can do. Even with the office is open, the staff can't do anything (or so they say).
In summary, unless you are a student at Mt. Hood, there is no reason to move here. Spend your money on a place that at least offers better parking because for what you would pay at Kempton, you should at least have a covered space.
