Expensive, poor quality, horrible staff

Cortland Village is not a place you want to live for long. They lure you in with specials and discounts on your rent but jack up the price as soon as your lease runs out.
I was moving from out of state and did not know the area very well and had to make a decision on a place to live very quickly. My initital rent of $650 for a 1 bedroom apartment with a 1 year lease seemed cheap coming from CA, however, it is extremely overpriced for Hillsboro. Other apartment complexes here charge $500 or so for a similar apartment. They are quick to jack up the price as well, they raised it to $800 for month to month rent as soon as my lease was up.
They gave me the choice to renew the same lease at $745/month. They know its difficult to move, and suck as much as they can out of you. I'm looking for a better place to go since my lease is now up.
Because of the turnover, there is plenty of parking here. But they don't clean the spots too often and many of the parking spots have lumps of oil from leaking cars mixed with dirt, definitely not something you want to step on.
The apartment grounds are nasty. People let their dogs poop all over the place and don't pick after the dogs despite what's in the rental agreement. You cannot walk on the grass and have to watch where you step on the pavement as well.
Their "complete workout" center is a joke. They have two treadmills (one of which is chronically broken) and two stair climbers that have seen better days. No free weights either, just a lame "multi-activity" weight machine.
The swimming pool is also nasty. I see dirt on the bottom of the pool whenver I walk by it and leaves all over the place. The hot tub is filled with drunken people at night and the parties extend well beyond the posted 10PM limit.
Now that I've seen other apartments, the quality of the apartments at Cortland Village is atrocious. The linoleum in the kitchen is peeling back off of the floor, the molding is coming off from around the kitchen sink, the deck has splinters, they did not caulk around the bathroom sink very well and water is leaking under the sink into the cabinet below. Also, the formica they put down in the bathroom is starting to swell from all the leaking water.
It is no wonder that there is so much turnover here. In the 1 year I've been here, I've had two next door neighbors, my downstairs neighbors have left and the apartment is empty, and the people across from me (3rd ones since I've moved in) complain to no end about the rent.
It is obvious that the management works on commission from new rentals and do as much as they can to increase turn-over. They are stubborn, rude, and very slow about responding to maintainance requests and making renters follow the rental agreements.
One last thing, they don't have anybody from management living on the premises. This means that if you forget your keys at someones house, as I did, they will not let you into your apartment if its a holiday or after hours. When I called them about letting me in on a holiday, the only response I got was 'By policy we don't come out on holidays' and to 'call a locksmith.' The person on the phone then refused to look up a locksmith for me. I wonder why they even bother to list an after hours contact number.
Stay away from Cortland Village.
