As of writing this review, I am a current resident here at Cortland Village Apartments of Hillsboro, OR. My fianc e and I moved here from out of state last fall. We narrowed our list of apartments we liked based on price and how honest and friendly the office employees seemed. I was flown in by my new employer to select where to live. Upon visiting Cortland Village Apartments I decided it was the right choice because they seemed like clean apartments, had good people working in the office and they were less expensive than the competition here in the Hillsboro/Orenco area. Once we arrived to move in, things rapidly changed for the worse. The apartment I was to move in mysteriously changed just prior to moving in. It was not the same building I was shown upon my previous visit. The original building was by the office and was clean. I completely remember it being clean and well lit. It is also where their model is located. I am now sure the building is cared for differently than the rest of the buildings throughout their community because of this. The actual apartment building I was to move in was in much worse condition. The halls are littered with debris and soiled spills throughout. Once we moved into our apartment it became even worse. The inside was not properly cleaned. The bathroom floors were filthy and had hair and other dust just mopped into the corners. The shower even had soap scum buildup still. The refrigerator was also not wiped down and smelled really bad. We called the office and complained and they apologized. Saying sorry doesn t clean up a mess unfortunately. So we were left to clean up the entire place as fast as we could before the movers arrived with our things. The craziest thing when we moved in was the bedroom windows would not close entirely. We demanded maintenance fix those. It appeared the building settled and the windows just didn't close or open well. The hot water to the washing machine was not connected either. We had to call maintenance out for this as well. One day the power went out in half of our apartment. It turned out there was something wrong with one of the power outlets. This was not the end of our problems. We ended up having a snoring neighbor below us. I am not talking about the kind of snoring our parents or siblings may have done in our past. I am talking about a serious medical problem or condition. We can actually hear the snoring person from the parking lot outside of our apartment. Even after trying to drown out the noise with the bathroom fan, it would not go away. We contacted the office and were completely shocked. The exact person who talked us into moving here and gave us that warm and fuzzy feeling (she told me if I ever had a problem to contact the office and they would take care of it for us) told me to resolve the situation with the neighbor ourselves. When just 2 weeks prior, when I was visiting to select where to live, she told me they would never send a resident to resolve any noise or other problem with another resident. The problems did not stop here. They never picked up the leaves in our area of the community. They just littered the sidewalks and parking area and became very slippery and stinky as it rained on them. The ownership and management team changed too. Guess who became manager' Yes, the same girl who deceived us. A week after moving in our refrigerator began leaking water which was collecting inside of the refrigerator on the bottom shelf. We called numerous times pleading for help from maintenance. They came out three times and said nothing was wrong with the refrigerator. We were not imagining this. The bottom would fill with water and soak anything in the fridge as it dripped from the freezer area. Finally they came and replaced the refrigerator after 3 service calls and 3 months later just the other day. The only problem is they damaged the walls and doorway bringing in the refrigerator. Not to mention the refrigerator is older and smells even worse inside of it (but hey, it doesn t leak at least). The last maintenance guy was in our apartment told us our baseboards look like they have water damaged from previous tenants. Mysteriously he is no longer an employee with the apartments after telling us that. We are positive there is water damage too after taking a closer look. Another problem we have is with garbage overflowing from the garbage area. It gets piled up and falls out of the dumpster around the area and then with the rain it makes a complete mess. We reported the problem to the office because it is their duty to move the garbage to the location where garbage trucks collect the garbage and they told us there are other dumpsters to use. We have had a lot of trouble with the hallway lighting too. It doesn t seem safe. We can t see our keyhole during the daytime so we have to use a flashlight to unlock/lock our door when coming and going. One weekend day our neighbor left their new puppy home for the afternoon. It barked and yelped nonstop for over 4 hours straight without any pause. We felt bad for the puppy but decided to call the office and they said basically that is part of apartment living. The other week we had ants coming through a hole near the windows by our bed. They even showed up in the master bathroom. We called the office immediately and it took them a week and a half for them to get someone to come out to help. By that time the ants were gone. Finally fed up with things, my employer has hired an attorney to help us get out of our lease early with as little penalty as possible. They had us provide the office with a list of fixes necessary as the first step. The office replied soon after with a letter saying they would have someone look into the issues and then told us other problems we are having are all a part of apartment living. We have lived in several other apartments without any issue like these. Nobody has even followed through with our concerns here. Last night I came home to someone playing a guitar loudly. During my time with the attorney I was shown an area of the contract which states at no time should music or musical instruments be heard outside of your apartment. I decided to call the office to see what they would say. Just to give them an opportunity to prove themselves. Guess who answered my call' The manager told me there is nothing they can do about it and even tried to argue with me that the lease contract doesn t say anything about noise from other apartments. This is when I realized they just don t care. They only pretended to care up until the point I became a tenant by signing the lease. We would not recommend you live here. Do yourself a favor and research other property locations in the Orenco area or within Hillsboro. It has been completely unacceptable living here for the past 3 months. We can t wait to move even though we will have to break the lease and pay their fees. I hope this review helps you make the right choice of where to live.

The issues you've experienced seems to be standard operating procedures for this apartment complex. When we had lived there, our refrigerator had leaked as well, but we only had to wait a week to get it fixed (it's actually a problem with the drain pipe being frozen or clogged, so the best solution is to thaw out the fridge and make sure there's no dirt clogging it up). For other items we had to wait almost until we moved out to get them fixed. I have previously posted a review on Cortland (we lived there a year ago), but it seems to have gotten even worse. Garbage has always been an issue, plus sometimes you have to deal with dumpster divers.

Again as new management, the dumpsters as shown above may be full from time to time but are always emptied. We also power wash our trash areas weekly to eliviate any possibility of scum. Our maintenance request policy is that the resident is contacted within 24 hours and our maintenance staff is very courteous and knowledgeable with every request made. We have yet to experience dumpster divers and work closely with the Hillsboro Police that would definitely address any concerns that we had. This apt that is shown above has been re rented and we did not find what they show above leading us to belive that they were doctoring these photos. We have NOT HAD ONE complaint from the new resident.
