Very noisy in summer, jacuzzi works about 10% of the time

It's fairly quiet in winter, but lots of unsupervised children in summer who prefer to wear their street clothes in the pool, making the pool pretty questionable most of the time. I was told the jacuzzi was year round when I moved in, and rarely does it work except in the hottest of weather. But the rent has been cheap until now. Apts. are small. Everything is extra, extra, extra, so don't think it is such a good deal anymore. Lots of people on subsidized housing.
