Bad value for the money

When I first moved into Rock Creek Landing it seemed like a pretty good deal. It was located conveniently to work, the price was reasonable, and there were several "deals" available on cable, phone, internet, etc.
Over time, however, the price went up, and the number of amenities went down. First the internet deal, then extra fees for garbage, then the cable, then the phone, etc.
Noise levels are high in the apartments, not only because the buildings conduct sound, but because of its proximity to Evergreen Parkway (a major thoroughfare).
The worst, however, has been the recent series of "upgrades" at the apartments. The siding was replaced on all buildings. Removal of the old siding showed some water damage on several buildings. Renters were not given rent breaks while their building was under construction (a roughly 4-5 week process). Renters had no access to their porch, safety lights were disabled, and the quality of the workmanship of the "upgrades" is exceptionally shoddy and poor.
Rock Creek Landing is a complex in decline, and I don't see any reversal of that trend forthcoming.
