Rent goes up, Quality goes down

There is no insulation in my apartment. I paid $80/month electric last winter to heat our apartment just barely (usually don't turn on heat if possible), while my friend lives in a 3000 sq ft house with gas heat and paid the SAME amount!
The staff is like "good cop, bad cop." The leasing consultants (that's what they call themselves) act like you are getting a real deal, but they raise the rent each lease and take more things away. When I first moved in in 1999, they paid water, sewer, and garbage. My rent was $719 for a 869 sq ft place, 2 bed, 1 bath. Now they make me pay water/sewer/garbage, and offer me a real "deal" at $794 for a 6-12 month lease, or $869 if I need to go month to month. That's after I've lived here for 3.5 years! Every time I renew I have to negotiate the rent down, which I always get - but what a hassle. Just give me the real deal from the start!
I always want to move, and I'm fed up with this place. The only consellation is that the maintenance guys are nice. They get paid like dirt, but they are nice guys.
