Worst apartment community I've ever lived in. I'll try to keep this concise:
Neighbors above have at least one dog that they encourage to urinate all over their balcony, following up with a rewarding "good dog", thus raining dog urine all over my balcony and belongings, which at this point are now ruined. After a year of this happening every day and evening, complaining to management, confronting the neighbors several times, and having an incident report filled out, there has been no action taken from the office or management whatsoever.
They lock the dog in the bathroom with the fan running when they are not home. The dog consequently suffers extreme separation anxiety, howling and barking and clawing at the floor and door. I hear this loud and clearly as the walls between the bathrooms are especially thin, and it breaks my heart.
Walls, floor, and ceiling are paper thin. It feels like they're coming through the ceiling when running and stomping, and my appliances shake. Neighbors to the sides and below can be easily overheard with children crying and yelling and arguing. Cigarette smoke fills my apartment every evening, to the point of choking and headaches, from the neighbors below when they smoke outside.
Refrigerator has leaked the entire time I've lived here (little over a year). I noticed it the first time when stepping into a freezing pond of water that filled the kitchen floor several days after moving in. I've complained about this, even mentioned this to a maintenance guy during "annual maintenance inspection" over a month ago, who said someone will come out to fix it. Nothing has happened. I keep a large bath towel on the bottom shelf that I change out weekly in order to keep the kitchen from becoming a lake overnight.
Construction work has taken place throughout the community on the balconies several months ago, replacing boards. On mine in particular, they left rusted screws and nails strewn all over the balcony, not even used, just dropped and left behind. I don't even understand that level of negligence. Some are sticking straight up from between the floor boards, just waiting to be stepped on. I complained about this, and even advised management that this issue in particular is very serious; if this is true with other residents, and if someone injures themselves, management could be staring at lawsuits just waiting to happen.
Management is utterly unresponsive. They do not answer the phone, so you leave voice mail, and since they never return calls, it's safe to assume they screen the calls and ignore the voice mails. Visiting the office in person yields a staff that seems to change often and they all act as if they're too busy to talk to you. They're not exactly rude, but they're extremely guarded, and you get the feeling that they hate working here.
I don't have the mold problems that other people seem to have, strangely, but maybe I just keep things very clean. I live quietly, and I'm friendly with everyone I see here in this community. I keep to myself and basically live in a way that is respectful and considerate with everyone around me. Yet the issues I've had since living here, and the total lack of any action whatsoever from management, has left me with an unbearable level of frustration, and if I were anyone else I probably would have done something drastic at this point. I have never experienced anything like this before.
I just bought a house and thankfully I'm moving out soon, and this whole nightmare will be over. However, overheard conversations from the neighbors above (who continue to let their dog urinate on the balcony outside, day and night) include phrases like "did we piss off the guy below us enough for him to finally leave'", after some discussion about my apartment being a 3 bedroom as opposed to a 2 bedroom.
Take that however you want, at this point I'm just trying to get things ready for the move. I've never done anything to offend anyone here, and it's beyond my comprehension how people can be this way. Complaining to the office yields no results. I have plastic now covering my balcony, and I pity the people who live in this apartment after I leave.

I've had the same problem with the fridge and the same promise to get it repaired by the maintanence people on "inspection day," but I too, have gotten no repairs. There are plenty of other things wrong with the place that have also never been fixed, and I also get the same runaround with the mangagement. They don't pick up the phone for me, either.
As for the dog issue, you really need to do something about that. Clearly the management couldn't care less, so you need to go beyond them. The people who are doing this to you need to be evicted and they need to have that poor animal taken away from them. You can file a small claims suit in court for both the negligence of the management and any damages that occured to your personal property. Here's a couple of links I found that might be helpful:

Please don't let these people get away with what they're doing, because they're only going to keep doing it to whatever poor sap moves in after you're gone, and the management will continue to behave as it has been without any fear of recourse. This is a serious complaint; don't just sit back and take it, even if you are moving out. Good luck to you.
