I am wondering if just very angry and bitter people are writing these reviews. Yes, the heating bills are high- my guess is because of the many windows (great lighting for an apartment) and perhaps poor weatherization. However, it is more than offfset by the very reasonable rates for rent. I have lived in the complex for more than two years. I have never had anyone break into my car and have never felt unsafe here. I have had one clogged drain, and needed my carpet deep cleaned due to stains from a previous tenant's dog. On both occasions, the issue was handled immediately (the same day that I put in the request) and with good results. Olga and her husband (who completes many of the maintenance tasks) are both friendly and helpful. I don't know many of my neighbors but the ones that I have met are pleasant and mature. I highly recommend this property and will probably stay here until I can buy my own place.
